Corruption Under The Conservative Government of

WHO IS PROTECTED BY THE CANADIAN CHARTER OF
RIGHTS AND FREEDOMS?
Civil servants, peace offi cers and politicians are the only people in
Canada protected by and have full benefi t of THE CANADIAN
CHARTER OF RIGHTS AND FREEDOMS.
The people of Canada no longer have full benefi t of and
protection of such statutes as the Canada Criminal Code, the
Land Titles Act, the Courts of Justice Act, the Tenant Protection
Act, the Rules of Civil Procedure, to mention only the ones I have
become aware of.
The following will evidence how these reduced rights have come
about and the ramifi cations to all citizens of Canada, and specifi c
evidence where these changes have denied reasonable rights
and freedoms under the Constitution.
Our Federal Government has made, what are cited as being
minor, amendments to the Canada Criminal Code - Statutes of
Canada 2002, c.13, that has allowed Ontarible to pervert the
dispensation of the law and allowed over-riding of any statute
currently enacted. We currently do not have full benefi t of and
protection, under the Charter for all Canadian Citizens, unless
one is willing and able to pay for it.

The issues herein evidence the manipulative power of some of
our politicians and b

, to manipulate our most valuable
resource, WATER, for the benefi t of other nations, denying the
People of Ontario access and ownership of one of this Provinces
largest and cleanest sources of drinking water. A water supply
system which ought to be developed as Public Utility, giving the
People of Ontario a designated source of water for this Province,
with the value of the water controlled by the People of Ontario.
Water is the essential of life. Some of our supply sources must be
designated for specifi c use of the People of Ontario and it should
NOT be an unaffordable essential.
It is now clear that Indian
Settlers now control our ground water resources as evidenced b
Fort William Band refusing to allow Thunder Bay to access Loc
Lomond Reservoir Water.
This site will prove that justice has been denied to myself and all
the people in the current Municipality of Sioux Lookout area and
justice has been denied to all of the People of Ontario. These
policies have been carried on by some of our political parties over
many administrations. This practice must be stopped before we
loose control over our most essential and valuable resource,
WATER.
I have, over the last two(2) decade period, attempted to have our
largest source of drinking quality water designated a Public Utility
development but our last two(2)
government administrations have
refused to give the protection required but instead have left that
source of water open to commercial development with no
proprietary use for the People of Ontario.

The issue described below demonstrates how our Provincial
Governments have have defeated the residents of the Sioux
Lookout, Hudson, Alcona area and Drayton Township’ right to self-
determination.
A little bit of past history about Sioux Lookout may help
understand the situation. In 1996, the Ontario Government had a
push on to have all towns and cities annex the areas surrounding
their communities, as a means of increasing taxes to the towns
and cities they surround. The area surrounding Sioux Lookout,
Drayton Township, Hudson and Alcona inhabitants held a vote on
the subject and 97
%
of the inhabitants voted against annexation
of their areas by Sioux Lookout. I was elected to the Local
Services Board of Drayton Area and appointed chair of the Board.
Following our election the Northern Development Offi cer,
Frankantonio Bastone, attempted to have the Board breach the
Local Services Boards Act, in an effort to have our Board found as
not administering it's affairs in a proper and straight forward
manner, these efforts by Bastone failed. When the Board was
asked, by the Town of Sioux Lookout, to sign the new Fire
Protection Agreement, the board refused, due to the fact that the
Town of Sioux Lookout had altered the Fire Protection Boundaries
in the draft agreement. The Fire Protection Boundaries had been
set by an Order, approved by the Ontario Parliament, that would
have required amendment by parliament, this was never done,
the result being that the Board could not sign the agreement as
written. The secretary of the Board and supporter of the
government, had, in collusion with NDO Bastone, also attempted
to have the Board breach the Local Services Boards Act and was
also refusing to give the Board access to Board documents at the
Board Offi ce she maintained at her home and refused to move
the Board Offi ce to the Town Fire Hall the Boards legitimate offi ce
which sat vacant and as a result the Board were considering
relieving the secretary from her position.

That aggravated the old guard, long time residents of Drayton
Township, who for 15 years had paid the secretary to take care of
board affairs and using the refusal of the Board to sign the draft
Fire Protection Agreement, that did not conform to the Order
establishing the boundaries, even though the Board had asked
the secretary to address the discrepancy with the Town, which
she had not done, the old guard held a non-confi dence vote and
turfed the Board out of offi ce, this was supported by the Minister
of Northern Development and Mines, although no provision in the
LSB Act allowed for a vote of non-confi dence and the Minister
found the Board to be not administering it's affairs in a proper and
straight forward manner and the Board was dissolved.
While there was no Board in place to represent the inhabitants of
the area surrounding Sioux Lookout, Commissioner Grey called
for a proposal from area residents to pay for services supplied by
the Town of Sioux Lookout, such as library and recreational
facilities and fi re protection in Sioux Lookout. A person not elected
to any group, organization or committee, Wayne Pearen, an
inhabitant from the area surrounding Sioux Lookout offered, on
behalf of all inhabitants of the area surrounding Sioux
Lookout, although not requested to do so, to pay the Town of
Sioux Lookout $54,000. over 3 years for services supplied by the
Town. The Honourable Leo Bernier told me later that everyone
knew the least the Town would consider was $100,000. per year
to pay for services supplied. Given this wide discrepancy and
under his mandate, established by the Province of Ontario,
Commissioner Grey Ordered the annexation of the area
surrounding Sioux Lookout, by Sioux Lookout.

This caused an immediate 400
%
increase in taxes in the annexed
area and created a 537 square kilometer Municipality of Sioux
Lookout, larger than Greater Chicago, Illinois, USA, and
apparently an area suffi cient in size to be attractive to some
northern aboriginals for a future reserve.
The Municipality of Sioux Lookout was considering allowing an
Urban Reserve within Town boundaries but by popular demand
this was rejected, along came your governments Urban Land Tax
Exemption and in the event this particular information that Dust
Q.C. had been missed by Sioux Lookout council, I emailed a copy
of the Exemption to Mayor Kathy Poling, Councillors Timpson,
Brohm, and Fenelon.
Councillor Timpson, within minutes of my emailing her the
information, emailed me back stating she had forwarded my email
to her to the mayor, verifying to me that she was unaware of this
Exemption which invalidates the need for an Urban Reservation
and discussion with residents. A short while later Councillor
Brohm sent me an email indicating the information was outdated
or politically biased or that I had misread the informationand
wanted to know where I had read this information. I emailed
Councillor Brohm where I had discovered the information and
challenged his attitude and demanded that he not remove this
information from the Town's web site. Councillor Brohm emailed
back stating his would have CAO Dewey look into the matter. The
next time I checked the Town's web site, containing the
Exemption, the Internet connection on the Town's web site was
gone. Our Town councillors, or at least one of them and our Town
CAO are trying to hide the facts from the people. I spoke with
some businessman that believes that our CAO controls Town
council, I always thought council controlled the actions of the
CAO.

Sioux Lookout has had several past mayors that were former
Ministry of Natural Resources employees and now I suspect the
McGuinty Government may be exercising control of our Town
council through our over paid CAO.
I originally thought the cost of this Urban Land Tax Exemption, or
at least the services costs, sewer, water, recreation etc. would be
passed on to the non-aboriginal population in Sioux Lookout but
that may not be the case. I spoke with a non-aboriginal resident of
Sioux Lookout who complained that the Town had, their
accounting system, lumped sewer, water and hydro all together
under their tax fi le. Why has Sioux Lookout assembled sewer,
water and hydro together with land taxes under the same
account? Is the McGuinty Government planning to subsidize
Sioux Lookout and pay for all costs, not just the land tax, but also
sewer, water and hydro and pass those total costs onto all
Ontarians? Although the town accounting system has now been
changed, by separating taxes from water and hydro, it really
changes nothing.
This does not alleviate the problem to non-aboriginal people in
Sioux Lookout, that being the expulsion of non-aboriginal people
from Sioux Lookout, by taxing them to death either by adding to
town taxes because the tax and services burden has been
passed onto the non-aboriginal population by aboriginals not
paying those costs or by increased Provincial taxes, thus causing
double taxation.

The Harper Government is practicing racism against non-
aboriginals in Sioux Lookout by agreeing to and supporting that
employment, at the newly built Meno-Ya-Win Health Center, our
hospital and currently our largest employer, be comprised of 80
%
aboriginal people.
This demand was removed after it caused the
loss of employment for many non-Indian’s.
Please note that the
people of Sioux Lookout have donated heavily to the construction
of this hospital. None of the northern bands, head offi ces in Sioux
Lookout, have donated to the new hospital.
Not one Indian
organization donated to the new hospital but Indian’s get
preferential treatment.
The most recent evidence proves that European’s immigrated to North
America ahead of the Mongolian’s, our current Indian’s & those later
arrivals committed genocide against those early European’s. As
invaders Indian’s have no right to any of Canada’s resources. Do we
need another war to prove it?
